County of Vance issued the following announcement on July 11.
The Vance County Commissioners have approved a county goal for the completion of an Economic Development Strategic plan aimed at setting priorities and benchmarks for the future of economic development to include prioritizing regionalization.
The Henderson-Vance Economic Development Commission (HVEDC) is seeking requests for strategic planning services to meet the above stated goal for the 2022-23 fiscal year. The Strategic plan shall provide a blueprint for economic development for the next 3-5 years.
The plan will identify the key directions and initiatives of the HVEDC, and will include action plans, implementation objectives, goals and evaluation methodologies. The Strategic process and plan shall be developed with active collaboration with the Henderson-Vance County Economic Development Commission Board, and applicable area economic development partners.
The outcome of this process and final plan, must reflect a shared vision of the HVEDC future. The final deliverable of this project shall be a written, electronic report and working document prepared by the consultant that will outline the strategic process, the findings and the details of the Strategic plan.
This project has been identified as one of the top priorities in the 2022-23 strategic plan for Vance County, and this strategic plan will guide the economic development efforts, over the next three to five years.
Consultant selection will be based upon a qualitative and quantitative evaluation of the proposals submitted. During the review process, staff and a selection committee from the Henderson-Vance Economic Development Commission, may request additional clarifying information from any consultant that submits a proposal.
Staff and the selection committee will evaluate the responses to this RFP, and will make a recommendation to the Vance County Commissioners as to the selection of the consultant determined to be the most qualified for the project.
Proposals shall be submitted to the Henderson-Vance Economic Development Office electronically as a single PDF document formatted to print on letter-sized paper without scaling to mperkinson@vancecounty.org. All proposals must be received by 5:00 PM on July 29, 2022.

1. Cover letter
2. Statement of project understanding
3. Qualifications of firm/project team
4. Strategy and implementation plan which accomplishes the Strategic Plan Elements
5. Timeline.
6. Fee proposal
